That's a valid stage. Underreporting is absolutely a significant situation when it comes to sexual assault. Several survivors may feel ashamed or fear not obtaining believed, so they pick not to report their experiences. I ponder if the real percentage of sexual perpetrators could be significantly above what's reported in formal statistics.
