That's a really good question. From what i've read, the rise of erogenous education in the late 19th and early 20th centuries was certainly influenced by concerns on public well-being, particularly the spread of sexually transmitted infections. Additionally, there was growing recognition of the importance of reproductive wellbeing and family planning.
