It's challenging to say. Any bloggers may be receptive to the idea of voluntary guidelines, specially if it helps promote a safer and more comprehensive on the net space. But other individuals can see it as an infringement on their inventive freedom. Ultimately, i believe it arrives down to fostering a culture of liability and accountability in the blogging community.
